日本自然保護協会～NACS-J - THE NATURE CONSERVATION SOCIETY OF JAPAN～

　

1997年のBIE総会において、日本政府が「自然の叡知」をテーマとする環境万博とすることを表明して、2005年国際博覧会の開催国と認められたことを想起し、

2005年国際博覧会会場の予定地である愛知県名古屋市近くの海上の森が、1999年に日本国際博覧会協会から発表された環境影響評価書によって、環境庁のレッドリストに含まれる希少種を含む生物多様性のホットスポットであることが、明らかにされたことを認識し、

日本政府が、2005年国際博覧会の会場予定地の海上の森において、危機に瀕した湿地植物群落や絶滅のおそれのあるオオタカの保護のために、3度にわたって会場の位置を変更し、住宅計画・道路計画を中止したことを評価し、

また日本政府が、1994年に策定した環境基本計画や、 1995年に策定した生物多様性保全国家戦略において、里地自然における計画的な生物の生息地の確保をめざしていることを評価し、

BIEが、2005年日本国際博覧会が、環境に配慮した万博として成功を収めるよう、イニシアチブを発揮していることを歓迎し、

世界自然保護会議は、2000年10月4-11日にヨルダンのアンマンで開かれた第2回大会において、

1. BIEが、2005年に日本国愛知県で開催される国際博覧会が、環境に配慮した方法で実施されるよう、日本政府に対して引き続き適切なアドバイスを行うことを求める。

2. 日本政府が、海上の森の自然を将来にわたって保全するため、国営里山公園の設置を含む具体的な措置を講じることを求める。

AWARE that at the 1997 General Assembly of Bureau International des Expositions (BIE), the Government of Japan proposed an environmentally conscious exposition with a theme of "Beyond Development - Rediscovering Nature's Wisdom" and Japan was chosen as the host nation of the 2005 World Exposition;

RECOGNIZING that an environmental impact assessment published in 1999 by the Japan Association for the 2005 World Exposition revealed the Kaisho Forest, which is proposed site for the Exposition located near Nagoya City in Aichi, to be a hotspot of biodiversity that includes endangered species listed in Red Data Books published by Environment Agency of Japan;

ACKNOWLEDGING the efforts by the Government of Japan that have changed the Exposition site location three times and their withdrawal of an urban development and road construction for the purpose of protecting the threatened wetland vegetation and endangered Goshawk, which are found in the Kaisho Forest;

ACKNOWLEDGING ALSO the Government of Japan's commitment to secure habitat of plants and animals in countryside ecosystem as stipulated in the Basic Environment Plan of 1994 and the National Strategy for Biodiversity Conservation in 1995;

WELCOMING the lead taken by the Bureau International des Expositions to take an initiative to lead the 2005 World Exposition, to achieve the best outcome as an environmentally conscious exposition;

The World Conservation Congress at its second Session in Amman, Jordan, 4 - 11 October 2000:

1. CALLS ON the Bureau International des Expositions to continue to provide pertinent advice to the Government of Japan so that the 2005 World Exposition, to be held in Aichi Prefecture, Japan is conducted in an environmentally conscious manner ;

2. URGES the Government of Japan to take concrete actions, including establishing a National Countryside Park, so that the Kaisho Forest is conserved for the future.
